Organisation

Helmholtz Zentrum München was founded on June 23,1964 as the Gesellschaft für Strahlenforschung (GSF) in the form of a GmbH (limited company). The partners of Helmholtz Zentrum München under the company contract of February 13, 1978 are the Federal Republic of Germany (represented by the Federal Minister of Education and Research) and the State of Bavaria (represented by the Bavarian Minister of Finance).

Helmholtz Zentrum München is a research institution of the Federal Government and the State of Bavaria within the Helmholtz Association of German Research Centres. The main research site is located north of Munich. In many research areas, Helmholtz Zentrum München works closely with universities and hospitals in Munich.


The executive bodies and councils of Helmholtz Zentrum München are

  • the Assembly of Partners
  • the Supervisory Board
  • the Board of Directors.

 

Assembly of Partners

The partners of Helmholtz Zentrum München are, as laid down in the partnership agreement, the Federal Republic of Germany, represented by the Federal Minister for Education and Research, and the State of Bavaria, represented by the Bavarian Minister of Finance.

Necessary funding is, as a rule, provided by the Federal Government and the government of Bavaria (in the latter case by the Bavarian Minister for Education, Science and the Arts) at a ratio of 90 to 10, in accordance with the "Framework Agreement on Research Promotion" (Rahmenvereinbarung Forschungsförderung) of November 28, 1975 and the Implementation Agreement of June 26, 1978.

The Assembly of Partners decides on modifications to the partnership agreement, the financial statutes, the adoption of the annual accounts, the approval of board members and members of the Supervisory Board, and the nomination procedure and nomination of Supervisory Board members, among other matters.

 

Supervisory Board

The Supervisory Board oversees the lawfulness, appropriateness and economic efficiency of the management. It decides on general research objectives, important matters of research policy and financial matters of Helmholtz Zentrum München, and lays down the basic principles  for evaluating performance. The Supervisory Board is composed of 12 honorary members, six of whom are appointed by the partners. Three members are selected by the Assembly of Partners from the scientific and technical staff of Helmholtz Zentrum München. The remaining three board members from the scientific and economics fields are likewise determined by the Assembly of Partners.

Board of Directors

The directors are the legal representatives of Helmholtz Zentrum München, and perform their managerial duties in accordance with the partnership agreement and the resolutions of the Assembly of Partners and of the Supervisory Board. Together with other bodies of Helmholtz Zentrum München, the Board of Directors develops the initiatives necessary for fulfillment of the tasks of the Center in the areas of planning, coordination and controlling and ensures an effective and economically efficient use of the available funds.

Scientific-Technical Board

The Scientific and Technical Board (WTR, Wissenschaftlich-Technischer Rat) advises all other bodies of Helmholtz Zentrum München in all scientific, and in important technical matters.

The Scientific-Technical Board is composed of the heads of the institutes and research units, along with elected representatives of the scientific and technical staff of Helmholtz Zentrum München. The CEO and CFO and one member of the Works Council participate in the meetings of the Scientific-Technical Board.

Scientific Advisory Board

The Scientific Advisory Board is an advisory body to the Supervisory Board and the Board of Directors. It assesses the research performed at Helmholtz Zentrum München. This body was established in 1984 to create a forum for intensive discussion of the scientific programs and projects of Helmholtz Zentrum München as well as for the more efficient evaluation of results. Current members of the Scientific Advisory Board include 14 external scientists.
