OIZ meeting in the Netherlands on HL7 and CEN Print E-mail
by Gerard Freriks, ProRec-NL
On 20-6-2006 110 people paid 170€ to discuss the value of CEN and HL7 standards for the EHR. The meeting was organised by OIZ (the Dutch Organisation for ICT in Healthcare)
It became clear that CEN, ISO and HL7 are serious about the harmonisation and avoidance of duplications and competing standards. Briefly the special status of European standards in legislation and procurement were mentioned.
HL7.nl presented the HL7 messaging approach. It became clear that this method needs considerable time to produce, implement and deploy.

Dipak Kalra the author of the CEN EHR standard presented the facts that the work is ready. In Europe some of the parts are a National and European standard. Before the summer in 2008 all parts will be ISO standards. In contrast to the HL7 messaging approach systems based on the European EHR standard implement and deploy instantaneously and are based on ISO requirements and 20 years of R&D. He emphasized that the NHS-England on the basis of experiences with HL7v3 message production changed to use the CEN standard for the production of a series of archetypes.

The Dutch National project presented their view on the use of messaging. The conclusion of the chairman of OIZ was that the European standard (and ISO standard) is unavoidable and suggested that OIZ will endorse this standard.

ProRec NL could/should play a role in the production of Dutch archetypes, suggested the chairman. In November 2006 a second session will be organised in preparation of the publication of a formal OIZ statement.
