The
project is conducted by a consortium of several European and Russian
centres, coordinated by the Helmholtz Zentrum München – German Research Center for
Environmental Health (HMGU). Key elements of the project management are
the Project Management Group
(PMG), the General Assembly, the
Project
Coordinator, Dr. Peter Jacob, the Project Office, the Scientific
Secretary, the
Scientific Advisory Board,
the subproject managers, and the workpackage leaders. A dedicated
Project Office located at GSF supports the Project Coordinator in all of
his tasks, especially in implementing decisions of the Project
Management Group. The Scientific Advisory Board advises the Project
Management Group in all important scientific and technical decisions.
The project management structure has been designed to deal with
international collaborative project management issues with specific
attention to potential problems associated with the relative large
number of non-EU scientific partners (Russian Federation). In order to
have an effective scientific management, the project SOUL is subdivided
into five subprojects:

The subprojects consist in total of 20
workpackages involving various partners. This structure was selected to
favour a high degree of interaction between the participants.
The Project Management Group (PMG) is the
core of the strategic management. It consists of: Project Co-ordinator,
Dr.Peter Jacob (HMGU),
the SP managers, Per Hall and Colin Muirhead. Three leading institutes
of RF (SUBI, URCRM, ZAO) and three leading institutes of the EU (GSF,
HPA, and KI) have a vote each. For Administrative
management the Project Officer Dr. Natalia Semioshkina (GSF) and
Scientific Secretary Albrecht Wieser (GSF) are responsible.
